In a fiery and uncompromising appeal for justice, accountability, and transparency, a coalition of young activists from the oil-rich Niger Delta region has demanded an urgent probe into alleged large-scale corruption within the Presidential Amnesty Program (PAP) under the leadership of Mr. Dennis Otuaro, its current Coordinator.
The group, operating under the banner of Niger Delta Concerned Youths for Change, alleged that Mr. Otuaro has commercialized the Amnesty Program, turning it into what they called a “private business empire” marked by fraudulent contracts, favoritism, and diversion of empowerment funds.

A Program Meant for Peace, Now Plagued by Allegations
Launched in 2009, the Presidential Amnesty Program was created to rehabilitate and reintegrate former militants in the Niger Delta and maintain the region’s fragile peace. Over the years, PAP has become a cornerstone of post-conflict stability and regional development.
However, speaking at a press briefing in Abuja, Comrade Ogorry alleged that the program under Mr. Otuaro has drifted from its original purpose, citing:
- Misappropriation of empowerment and training funds
- Approval of fraudulent or inflated contracts
- Preferential treatment and nepotism in project selection
“We, the Niger Delta Concerned Youths for Change, are calling on the EFCC to act swiftly and without fear or favour. Let every naira be accounted for. Let every fraudulent contract be exposed.”
An Urgent Call to National Leadership
The group also issued a strong appeal to President Bola Ahmed Tinubu, urging the Presidency to intervene before the region's fragile peace is endangered.
“The Amnesty Program is too important to be reduced to a vehicle for selfish enrichment and political patronage,” the group warned.
They stressed that peace in the Niger Delta is not automatic — it is a product of strategic programs like PAP and must be protected from internal sabotage.
Public Outcry Mounts
“We will not remain silent while the future of our region is mortgaged,” Ogorry stated. “Enough is enough. We call on all Nigerians of conscience to join us in demanding an end to this betrayal.”
The call for investigation comes amid broader concerns over transparency in national rehabilitation programs, where mismanagement often derails community trust and development goals.
